Workshop - Analysis of the Legal Framework for the Formalization of the ALE NK Network and Intersectoral Cooperation

On July 10, 2025, a one-day workshop of the Network for Adult Learning and Education in Kosovo – ALE NK was held, organized by the members of the ALE NK network and supported by DVV International.

The workshop was attended by representatives of public institutions, including: the Ministry of Education, Science, Technology and Innovation (MESTI), the Agency for Vocational Education and Training and Adult Education (AVETAE), and the Employment Agency of the Republic of Kosovo (EARK). Also present were representatives of civil society organizations, including: DVV International, the Kosovo Education Center (KEC), the European College of Kosovo (ECK), NGO THY/YALEC Prizren, YALEC Peja, NGO Hareja/YALEC Vushtrri, as well as representative from the EPALE platform.

The primary goal of the workshop was to present and discuss the initial draft of recommendations resulting from an analysis of the current legal framework related to the network’s functioning and registration. In collaboration with experts Mr. Agron Hajdari and Ms. Vjosa Latifi, the aim was to build a shared understanding among members regarding the next steps toward formalization and legal registration. Open dialogue between members and experts focused on evaluating the proposed recommendations, identifying realistic opportunities for formalization, and determining the most suitable legal form for ALE NK’s future structure and operations.

The meeting began with a presentation session, where representatives of public institutions and civil society shared summarized information on the latest developments, current projects in the field of Adult Education (AE), as well as their strategic and operational plans until the end of 2025.

During the workshop, the official application for membership of the Kosovo Pedagogical Institute (KPI) to the ALE NK network was also presented. The KPI representative, Ms. Haxhere Zylfiu, gave a brief presentation about the work and role of the institute. After review by the Steering Board, KPI was officially accepted as a member of the ALE NK network, bringing the total number of members to eleven.

Another important topic was the presentation and review of the official website of the ALE NK network, where the structure, content and necessary steps for its improvement and management were discussed until the finalization of the network formalization process.

A special part of the workshop was dedicated to discussing and planning advocacy and lobbying activities for Lifelong Learning Week (LLLW), which is scheduled to take place in September 2025 in several municipalities across Kosovo.

As a result of these discussions, the participants proposed a series of practical recommendations, including: the exchange of ideas among partners for planning the activities of Lifelong Learning Week; a clear division of responsibilities within the network; broader inclusion of municipalities, with a particular emphasis on rural areas to ensure equal access to activities; and the determination on the name of Lifelong Learning Week 2025.

The one-day ALE NK workshop marked an important step towards building a sustainable and functional network structure, enabling an effective platform for coordination and collective decision-making. The discussions and agreements reached during the meeting demonstrate the members’ commitment to advancing adult education and learning in Kosovo through a structured, inclusive, and cross-sectoral approach.
